Sybil hunting is an endless & winless arms race. Our approaches need to be attack-resistant ~by design~. Here’s how Optimism drop #2 iterates towards this:
The rewards were structured as a function of governance delegation amount and duration, as well as a partial rebate on gas usage. Since there were no "fixed" rewards (i.e. get X for doing Y), there was little to no benefit for using many addresses.
If recipients had attributes showing stronger usage, they qualified for bonuses. These were multipliers, so there was again little additional benefit from getting bonuses on many addresses versus a few.
There are likely some sybil attackers who received OP rewards, but that’s fine. The way to qualify for this reward was to do things that are good for Optimism: Use the network and contribute to the Optimism Collective.
Once we accept that anything that can be gamed or exploited, will be, we can start to work to design better systems. If we can design systems that reward positive-sum behaviors and impactful contributions, imagine what we can achieve.
